The fact that the government provides incentives to participate in the labor market is not enough. Arabs and Haredim – on the one hand have entered the workforce, and on the other hand they enter the area of poverty. The poorest of the working people – those who work part time – do not receive the work grant. The recommendation is to give the work grant from the first shekel; the more important recommendation is to increase the grant.
