At present, part-time workers who earn less than 2,100 shekels are not entitled to a work grant. This contrasts with the situation in the US, where entitlement begins from the first dollar. Estimates have it that adopting the American model would reduce the number of the poor by about 1%. Prepared for the Annual Conference at the Van Leer Institute.
