Shira is a graduate of the Faculty of Law at the Hebrew University of Jerusalem. She is a certified lawyer and mediator. Since 2004 she has coordinated projects at the Van Leer Jerusalem Institute in the areas of advanced studies and culture and Jewish thought. She has organized and produced international conferences, lecture series, symposiums, and seminars. She has also been the editorial secretary of the journal Zehuyot. In 2018 she began her role as administrative director of the Intellectual Journeys program.
